Persistently anti-social Stourport man caught with lock knife given Criminal Behaviour Order

A STOURPORT man who was found guilty of having a blade in a public place has been handed a three-year Criminal Behaviour Order (CBO).

Steven Richards, 43, of Lickhill Road, Stourport-on-Severn, was given the CBO at Kidderminster Magistrates Court this week.

It relates to an incident on April 26 last year when he was found in possession of a lock knife in Worcester.

Police received reports of anti-social behaviour of a man balancing sticks on his head and walking into a road. He then shouted abusive language at a member of the public.

Officers carried out a search post-arrest and found the small knife in Richards’ jacket pocket.

He had previously also been involved in numerous incidents where he has been verbally abusive and intimidating towards members of the public in Stourport. This – along with anti-social behaviour when he has visited Worcester city centre and Hereford city centre. -resulted in him being handed a Community Protection Notice (CPN).




He also made unnecessary phone calls to the police in February 2024.

Richards’ CBO supersedes his CPN and runs until February 17, 2028.


Under the CBO he is banned from refusing to leave any location, area or building when asked by someone with the authority to do so in England and Wales.

He is also banned from contacting West Mercia Police – except in a genuine emergency and is forbidden from being verbally abusive, shouting or swearing at West Mercia Police call taking staff.

Anyone who sees Richards breaching his CBO should call police on 101.
