CONCERNS have been raised after a newly resurfaced pavement in Stourport was dug up.
The pavement on Kingsway has been dug up in order for Cadent to carry out the installation of a new customer gas service connection.
The works have been criticised by Worcestershire County Councillor Ian Cresswell, who said he was absolutely amazed that they were taking place just three months after the pavement was resurfaced.
He said: “I am absolutely amazed by what is happening to our streets in Stourport.
“After just 3 months, the newly resurfaced pavement at Kingsway, Stourport, costing tens of thousands of pounds, has been dug up by Cadent.
“I instantly asked the workmen what they were doing and was informed that a new gas line needed to be installed.
“Although I understand that there are often essential works, we see all too often a patchwork of overlapping excavations which frankly leaves our town in a mess, and as residents we should not have to live like this.
“All work should leave the roads or pavements in the exact condition they were found, and that includes visually.”
Coun Cresswell added that he would take a personal interest to ensure the pavement was reinstated to the same standard as before the work began.
A Section 58 legal notice can be served on all the ‘statutory undertakers’ who carry out work in the county.
It allows local authorities to protect sections of the highway from certain works, following substantial road works, such as resurfacing or reconstruction.
However, emergency works, such as gas escapes or loss of power, and a new service or supply, are exempt from the restriction.
A Worcestershire County Council spokesperson said: “Whilst a Section 58 restriction is in place following the recent resurfacing works, new customer service connections are one of the statutory exemptions under the legislation.
“As a result, these works do not require the County Council’s consent to proceed under the Section 58 restrictions.
“Cadent is aware that the location is subject to a Section 58 restriction, and we have reminded them of the importance of completing the reinstatement to a high standard. “They have taken this on board and have carried out a full-width reinstatement which exceeds their legal duty.
The local county councillor will continue to be kept informed as appropriate.”
